Different receivers, different signals
Google Search Console is search radar: it reports eligible Google Search impressions, clicks and aggregated position. Bing Webmaster Tools gives search and site information for Bing. Neither proves what people did after landing.

Do not force the receivers to match
Impression ≠ visit
An impression concerns appearance in a search result; a visit is recorded on the website. A click can fail to become a recorded visit, and privacy choices or definitions can change totals.
Position ≠ live rank
Average position aggregates recorded appearances across queries, places, devices and time. Treat it as a directional clue, not an exact rank seen by everyone.
Give signals context and time
Small datasets swing easily. Weekends, seasons, news, campaigns and external events may alter demand. Compare suitable periods and allow enough time for search systems and people to respond. Daily rank watching encourages reactions to noise.
Diagnostic simulator · hypothetical pattern
Decode without jumping to a verdict
- Impressions: increasing
- Clicks: broadly flat
- Average position: broadly stable
Hypothesis to investigate: the page title and search description may not communicate the benefit clearly for the queries now producing impressions. Check query mix, result appearance, seasonality and page relevance before changing anything. This pattern is not a guaranteed diagnosis.
The Optimization Lab keeps unavailable readings as unknown and will document genuine results once sufficient data exists.
